In the near future, the Tokyo Police Department's answers to the threat of criminals using powered robots, or 'Labors,' is to form their own terms. Armed with their own Patrol Labors, or 'Patlabors,' the SV2 is Tokyo's best defense against this new high-tech menace.

But the SV2 hasn't quite figured out how to pull together as a team yet - and it's more important now than ever that they learn. The Labor contruction company Schaft Enterprise has a plan to make the most of a little corporate competition, and that plan involves pitting Schaft's new military Brocken Labors against its business rival's best product - the police's new AV-98 Ingram!

Meanwhile, the SV2's devious Captain Goto brings in anew staff member to help with his group's basic training. But what kind of person could possibly unite such a bunch of rugged individualists into a formidable fighting force?
