In the grisly aftermath of 8 Man's apparent return to duty, the focus of current police effort centers around the investigation of the theft of weapons-grade computer components capable of turning vicious gangbangers into deadly cyber-junkies.

Dr. Tani, the inventor of 8 Man, suspects that his own technology has been pirated and used to create these mechanically-enhanced monstrosities. Chief Inspector Tanaka and Dr. Tani are the only ones who know that Hazama, a private investigator murdered by a cybernetically-enhanced thug, has been used as a bio-template to replace the missing 8 Man.

As a cover, 8 Man maintains his original persona as the human detective. Complicating matters is Hazama/8 Man's difficulty in coping with this duality. Playing the role of a cynical private eye while trying to maintain a sense of balance as an emotionless super-android forces 8 Man to question his own motives and existence.

A brutal finale pits 8 Man against a drug-crazed team of football players illegally enhanced by Tani's misused cybernetic wizardry. The team goes berserk during an exhibition game staged by would-be mayoral candidate Daigo. The players become homicidal maniacs and begin a rampage which, if left unchecked, will result in massive death and destruction.
